MooPlot hasn't been released yet. If you have some urge to play around with unfinished code you can download it via svn with

svn co https://svn.icapsid.net/mooplot/trunk mooplot

If you don't have subversion you can go to Browse Source > Trunk and click on the 'Download as Zip File' link in the lower right.

But seriously, don't expect this code to do anything.
